Senate President Jackson shares MaineDOT 2024 work plan for state bridge and road projects

Investing in Northern Aroostook County Roads & Bridges

AUGUSTA – Senate President Jackson, D-Allagash, is pleased to announce the details of Maine’s three-year transportation infrastructure work plan, and what it means for Senate District 1. The plan is released annually with an outline of the Maine Department of Transportation’s strategy for road, bridge and other transportation upgrades and maintenance projects.

“The maintenance and upkeep of our roads, bridges and other public infrastructure is critical for everyday folks to get where and what they need, and for so many of the industries in the County,” said President Jackson. “Our roads get hit hard all year long, and I’m very happy to see the immense amount of work that’s being put into keeping them functional and safe for everyone.”

According to the MDOT, the work plan covers a historic $4.74 billion worth of construction and maintenance. This is thanks to a vital bipartisan investment approved in the Legislature last year. A more detailed breakdown of the statewide, three-year plan can be found here.

The following breakdown is the planned capital and maintenance work for some communities in Senate District 1 in 2024:

Aviation

●       The Northern Aroostook regional Airport in Frenchville will receive safety and infrastructure improvements that may include a taxiway delta extension, as well as crack sealing and pavement markings.

Bridge Rehabilitation

●       Puddle Dock Bridge in Fort Fairfield is being replaced. The bridge carries Route 161 over Pattie Brook.

●       Aroostook Bridge in Fort Fairfield, which carries Route 1A over Aroostook River, will receive preliminary engineering work.

Bridge and Structural Maintenance

●       Joint headers are being installed on the Madawaska Bridge in Connor Township which carries Route 1 over the Little Madawaska River. Located 229 feet north of Dubay Pit Road.

●       Route 228 in Perham will receive surface and base maintenance which will repair the roadway base, beginning 0.17 of a mile east of the intersection of high Meadow Road and extending northwest 0.15 of a mile.

●       Repairing or replacing concrete headers and joint steel on Aroostook River Bridge, which carries Castle Hill Road over Aroostook River into Washburn. Located 0.19 of a mile west of the intersection of Route 164.

Highway Paving/Rehabilitation

●       Rehabilitation on Route 161 and Dickey Road Bridge in Ashland and Saint Francis, beginning 0.83 of a mile west of Saint John Plantation town line and extending southwest 18.96 miles to the St. John River.

●       Paving on Route 163 beginning 0.18 of a mile west of T11 R4 WELS town line and extending east 3.18 miles into Ashland and Castle Hill.

●       Highway cyclical pavement resurfacing on Route 164 in Caribou, beginning 0.17 of a mile southwest of Meadowbrook Drive and extending east 2.70 miles.

●       Paving on Route 161 and Route 161 S in Caribou and Fort Fairfield, beginning at Route 1A and extending northwest 6.20 miles.

●       Paving on Route 89 in Caribou beginning 0.07 of a mile north of Route 1 and extending northeast 9.64 miles to Route 1A.

●       Paving on Route 161 in Cross Lake Township beginning 0.57 of a mile west of the Sinclair Township town line and extending west 5.23 miles. There will be additional paving beginning 1.33 miles west of Martin Road and extending northwest 1.39 miles in Cross Lake Township, Fort Kent and New Canada.

●       Cold-in-place recycle paving on Route 11 in Eagle Lake and Winterville Plantation beginning at Quimby Road and extending north 3.61 miles This Project is using Congressionally Directed Spending.

●       Mill and fill paving on Route 161 in Fort Fairfield beginning at Route 1A and extending southeast 1.20 miles. This will include the ramps to Route 1A.

●       Highway rehabilitation on Route 161 in Fort Fairfield beginning at the Canadian border and extending west 1.33 miles.

●       Mill and fill paving on Route 1A in Fort Fairfield, beginning 0.05 of a mile north of McShea Siding Road and extending northeast 1.04 miles.

●       ¾” overlay paving on Route 1A in Fort Fairfield, beginning at Presque Isle Road and extending north 1.11 miles.

●       Cyclical pavement resurfacing on Route 10, Route 167 and Route 1A in Fort Fairfield, beginning at Centerline Road and extending west 1.44 miles. Additional paving beginning at Route 1 and extending east 0.94 of a mile, and beginning at Route 161 and extending north 6.43 miles.

●       Paving on Route 1 in Frenchville, beginning 0.17 of a mile north of Route 162 and extending southwest 1.46 miles.

●       Mill and fill paving on Route 1 in Frenchville, beginning 0.05 of a mile east of Paradis Avenue and extending west 1.38 miles.

●       Mill and fill paving on Route 1 in Grand Isle and Madawaska, beginning 0.14 of a mile north of Corbin Road and extending northwest 8.16 miles.

●       Paving on Route 11 in Portage Lake, beginning 0.12 of a mile south of T14 R6 WELS town line and extending 4.40 miles. This project is using Congressionally Directed Spending.

●       Reconstruction of Route 1 in Van Buren beginning 0.18 f a mile north of Parent Road in Van Buren and extending north 1.91 miles. This project is using Congressionally Directed Spending.

●       1 ¼” overlay paving to Route 1 in Van Buren, beginning 2.25 miles north of the Old Mill Street and extending north 2.57 miles.

●       Mill and fill paving work being done to Route 1 in Van Buren, beginning at School Drive and extending north 1.76 miles.

Large Culvert Improvements and Drainage Maintenance

●       Replacing culvert on Dickey Road in Allagash. Located 2.01 miles northwest of Allagash Bridge.

●       Replacing culvert on Route 227 in Ashland. Located 2.53 miles northeast of the intersection of Route 1.

●       Replacing culvert on Horsebrook Road in Ashland. Located 0.12 of a mile east of Garfield-Ashland town line.

●       New ditching and replacing culvert on Route 227 in Ashland. Located 5.01 miles east of Route 11.

●       Clearing underneath guardrails on Route 163 and extending 9.50 miles east to Haystack Mountain.

●       Repairing culvert on Route 1 in Caribou. Located 0.53 of a mile south of Buck Road.

●       Ditching on Route 1 in Caribou. Beginning 1.50 miles north of the intersection of South Main Street and extending 1.40 miles north to the intersection of Pattern Street.

●       Replacing culvert on Route 227 in Castle Hill 0.25 of a mile east of the Ashland – Castle Hill town line.

●       Replacing culvert on Route 227 in Castle Hill 1.74 miles west of the intersection of McDonald Road.

●       Repairing culvert on Route 163 in Castle Hill 0.10 of a mile southwest of the Caste Hill – Mapleton town line.

●       Replacing large culvert on Route 11 in Eagle Lake. Located 0.11 of a mile south of Makayla Drive.

●       Shoulder grading on Sly Brook Road in Eagle Lake, Wallagrass and New Canada beginning at the intersection of Clover Hill Lane in Eagle Lake and extending 8.32 miles north to the intersection of New Canada Road.

●       Replacing culvert on North Caribou Road in Fort Fairfield, located 160 feet northwest of Murphy Road.

●       Replacing culvert on North Caribou Road in Fort Fairfield, located 0.50 of a mile southeast of Murphy Road.

●       Replacing the ends of the culvert on Route 1 in Grand Isle, 0.11 of a mile northwest of the intersection of Grivois Road.

●       Replacing a large culvert on Route 1A in Hamlin, located 0.05 of a mile north of Mauril Road.

●       Replacing two culverts on Route 1A in Hamlin, located 0.10 and 0.11 of a mile northwest of Soucy Road.

●       Repairing a culvert on Route 1A in Hamlin, located 0.44 of a mile northwest of Boundary Line Road.

●       Repairing a culvert on Route 1A in Hamlin, located 100 feet northwest of the intersection of Boundary Line Road.

●       Drainage maintenance on Mill Street in Madawaska, beginning 0.02 of a mile north of Route 1 and extending northeast 0.15 of a mile.

●       Drainage maintenance in Madawaska, consisting of shoulder and inslope repair over the culvert on Beaulieu Road, located 206 feet south of the intersection of Cove Road.

●       Replacing culvert on Beaulieu Road in Madawaska, located 152 feet southwest of the intersection of Cyr Road.

●       Repairing large culvert on Route 1 in Madawaska, located 166 feet west of the intersection of Seventeenth Avenue.

●       Replacing large cross culvert on Hughes Road, located 1.14 miles south of Route 227.

●       Replacing culvert on Parsons Road in Mapleton, located 420 feet northwest of the Presque Isle – Mapleton town line.

●       Replacing culvert on Horsebrook Road in Masardis, located 3 feet north of the Ashland – Masardis town line.

●       Ditching on Route 11 in Masardis, beginning at the intersection of Garfield Road and extending 1.00 mile north.

●       Replacing culvert on Route 161 in New Sweden, located 0.50 of a mile south of the intersection of Rista Road.

●       Ditching on Route 228 in Perham, beginning 1.24 miles west of the intersection of high meadow Road and extending 0.42 of a mile east to the intersection of Nutting Road.

●       Replacing Culvert and ditching on Flat Mountain Road in Saint Agatha, located 185 feet southwest of the intersection of Route 162.

●       Ditching and replacing culvert on Cleveland Road in Saint Agatha, located 0.13 of a mile northeast of Brook Road.

●       Replacing culvert on Flat Mountain Road in Saint Agatha, located 1.25 miles southwest of the intersection of Route 162.

●       Replacing culvert on Sly brook Road in Wallagrass, 0.86 of a mile southwest of Millenium Drive.

●       Replacing culvert on Quimby Road in Winterville Plantation, located 0.33 of a mile east of the intersection of North Shore Road.

Highway Safety and Spot Improvements

●       Highway safety and Spot Improvements on Emond Road in Connor Township, as well as culvert replacement at the large culvert located 0.97 of a mile west of Van Buren Road.

●       Route 161 receiving slope stabilization/protection work in Fort Kent, 0.24 of a mile north of N. Perley Brook Road and extending north 0.03 of a mile.

●       Route 1 will receive slope stabilization/protection work in Frenchville, beginning 0.25 of a mile south of the Fort Kent town line and extending north 0.02 of a mile.

Highway System Operation

●       Clayton Brook Bridge in Washburn will have new guardrails installed. The bridge carries Parsons Road over Clayton Brook in Washburn. Located 0.32 of a mile southeast of Annis Road.

Light Capital Paving

●       Light capital paving on Daigle Cross Road and Flat Mountain Road in Saint Agatha, beginning 0.16 of a mile south of Flat Mountain Road and extending northeast 3.56 miles.

●       Light capital paving on Route 229 in Limestone, beginning at Route 1A and extending northeast 1.94 miles.

●       Light capital paving on Murphy Road in Fort Fairfield and Limestone, beginning at North Caribou Road and extending north 3.89 miles to Route 223.

●       Light capital paving on Page Road in Fort Fairfield, beginning at Dorsey Road and extending northwest 2.08 miles to Forest Avenue.

●       Light capital paving on Ouellette Road beginning at Route 161 and extending north 3.20 miles.

●       Light capital paving on West Chapman Road beginning at Grendell Road and extending north 4.61 miles to Route 163 in Chapman and Mapleton.

●       Light capital paving on Back Caribou Road in Caribou, beginning at Route 164 and extending north 7.62 miles.

●       Light capital paving on Route 223 in Caribou and Limestone, beginning at Route 89 and extending east 6.44 miles to Route 1A.

Bicycle/Pedestrian Infrastructure

●    On-road sidewalk reconstruction along Route 163 in Mapleton, beginning at Pool Street and extending east 0.68 of a mile.

●      Construction of a sidewalk in Limestone, beginning on Route 1A at School Avenue and extending west on FFA Avenue for 0.10 of a mile, then continuing on High Street for 0.43 of a mile to Route 89. This will also include Huggard Avenue from High Street 0.10 of a mile east along Route 1A to Cyr Drive.

Rail and Rail Crossing Improvements

●       Improvements made to rail crossing located .10 of a mile north of Masardis town line.

●       Upgrades to the Fort Fairfield and Madawaska Rail Lines.
